Our client is the sole certified bargaining agent for regular members and reservists of the Royal Canadian Mounted Police. The Human Resource Manager provides leadership, guidance and support in building and sustaining the team excellence across Canada. They are also responsible for recruitment, training and development, performance management, succession planning, human resources regulatory compliance, health and safety and benefits administration. As the sole in-house expert, provides HR expertise to the leadership team and day to day support to the employees located across Canada
  • Collaborate with all departments to ensure team cohesion and performance, supporting a workplace culture that promotes excellence, equity, and harmony.
  • Ensure accurate administration of all HR processes.
  • Develop and maintain personal relationships at all levels of the organization to understand and assess workplace cultural health and alignment.
  • Develop, recommend, communicate, and evaluate HR policies, plans and initiatives to ensure they meet operational and employee needs. This includes support to managers and/or employees on the interpretation of the HR policies and procedures.
  • Ensure the organization adheres to all Provincial laws and regulations, Human Rights Codes and Health and Safety regulations as well as any other applicable federal and provincial employment related legislation.
  • Provide HR counsel to all departments on performance management, including improvement notices and action plans. Develop, recommend creative solutions for employee performance issues.
  • Coordinates benefits program to ensure alignment with policy and legislative compliance. Make regular recommendations for program improvements.
  • Assess and build talent pipelines and workforce plans.
  • Work with various recruitment partners to interview, test and select employees to fill vacant positions. Prepare offer letters and new hire packages.
  • Coordinate salary administration program to ensure compliance and equity within the organization.
  • Validate and confirm that all HR administrative forms are correctly completed by managers with appropriate approvals, and regularly create and maintain employee files in partnership with the Finance department.
  • Collaborate with management to determine effective employee merit programs.
  • Create and actively support employee engagement action plans and initiatives.
  • Lead, assist and or advise the management team with regards to employee investigations and resolves concerns and issues as appropriate, including where necessary the issuance of correction action plans or termination.
  • Manage disability and injury claims and follow up with internal and external partners on progression of each file including return to work planning.
  • Prepare and administer termination notices and related documentation around termination of employment.
  • Analyses and coordinates benefits program to ensure in alignment with company policy and legislated compliance. Makes recommendation for change.
  • Conducts workplace investigations regarding discipline, work performance, attendance management, code of ethics and harassment.
  • 5 to 7 years of proven Human Resource Management generalists experience, in a multi unit, multi province organization.
  • Bachelor’s degree in Human Resources or relevant post-secondary education is an asset. (CPHR, SPHR or equivalent similar designation is an asset)
  • Previous experience conducting workplace investigations, managing disability claims, developing internal communication plans, labour/employee relations and supporting and coaching senior management on complex employee/labour relations issues.

  • High degree of professionalism with exceptional interpersonal, communication, and presentation skills (both written and oral)
  • Proven ability to form strong relationships.
  • Strong written and verbal communications skills and exceptional interpersonal, listening, an interpretative skill.
  • Demonstrated influencing, problem solving, and conflict resolution skills required.
  • Solid understanding and demonstrated working knowledge of relevant Provincial employment legislation.
  • Ability to act with a high level of autonomy and accountability.
  • Excellent organizational and time management skills and the ability to manage multiple tasks, prioritize work and exercise initiative to ensure high quality service in an ever-changing environment.
  • Highly proficient in Microsoft Word, Excel, PowerPoint with the ability to effectively deliver a message.
  • Highest ethical standards, tact, and diplomacy.
  • Must be eligible for Enhanced Reliability Status via RCMP security screening.
  • French language skills considered an asset.
  • This position does require some travel throughout Canada with occasional overnight stays.
